Understanding the Workings of British Government

This course is designed for public sector professionals who want to develop a practical understanding of how the UK system of government operates and how it supports effective policy development and public administration. It is suitable for anyone whose role involves working with Ministers, Parliament or the wider machinery of government.

No prior knowledge of constitutional or parliamentary processes is required.

Delivered by two former MPs and Ministers, this practical two-day course explores the constitutional framework of the United Kingdom, the structure of government and the relationship between Ministers, Parliament and the Civil Service. Participants will examine the legislative process, the development of primary and secondary legislation, parliamentary scrutiny, ministerial accountability and the mechanisms through which government is held to account. The course also considers the role of the Civil Service within the constitutional framework and the impact of constitutional change and judicial review.

The programme combines tutor-led presentations, practical examples, discussion and opportunities to draw on the experience of the course tutors, enabling participants to relate constitutional and parliamentary processes to their own roles within government.

 

Learning Outcomes

By the end of this course, participants will be able to:

  • Apply knowledge of the UK's constitutional framework to support their work within government.
  • Navigate the structures and relationships between Parliament, Ministers, the Civil Service and government departments.
  • Identify the key stages in the development and scrutiny of primary and secondary legislation.
  • Recognise the mechanisms through which Parliament and other bodies hold government to account.
  • Apply an understanding of ministerial and Civil Service accountability when working within the policy and legislative process.
  • Recognise how constitutional change and judicial review influence government decision-making and public administration.
